Here we see Augustus Ceaser covering his head with his toga. It is showing him paying respect to the gods after winning a victory in battle. This shows the people that he is true to tradition and true to the gods, making for a good beginning as the first official emperor of the Roman empire. Being a Roman, his thirst for conquering all peoples around grew, and he wanted to be viewed as a successful and victorious warrior. As his armies grew in strength, so did the land they conquered. All the way from modern Spain and Portugal, into Switzerland, Austria, and parts of Africa. He gained whatever land he reached for and imposed a strong superiority of the Roman culture to all the conquered people. Although superior, he stayed pretty lenient of other religions.
